Should top driver pins in a cut away practice lock be the same length?

I just received this, order # CLK-177822. With the key inserted and turned, The key number is 76774. Measuring through the cut-outs, gives lengths 1-5 of .18, .20, .18, .18, .20. Looking at other transparent locks, the top pins are all the same length.
